EXECUTIVE SUMMARY
Building 24, a non-historic hangar at Alameda Point, located at 2301 Monarch Street, has a roof that has exceeded its life expectancy and requires replacement. In addition, Building 11 (part of the complex spanning Building 11, 12, 400 and 400A), located at 1190 West Tower Avenue, Building 2 Wings 8,9, and 10, located at 2550 Monarch Street, and Building 7, located at 851 West Midway, also require roof repair work, but not full replacements, to be performed in the near term. In April 2024, City staff solicited services from Kitchell CEM, Inc. (Kitchell), to provide project and construction management services for the Building 24 reroofing project, as well as support for developing the scope for the other building roof repair projects The roof replacement and roof repairs are a scheduled project included in the City of Alameda’s (City) Capital Improvement Plan and funded through the Capital Facilities Internal Service Fund.
Staff is seeking City Council approval for an amendment to the Service Provider Agreement in an amount not-to-exceed $38,247, with a total agreement amount not-to-exceed $111,503, for additional project and construction management services, including coordination of roof repairs to Building 11, 2, and 7.
DISCUSSION
Since April 2024, Kitchell has satisfactorily provided project management services for the Building 24 reroofing project, including conducting due diligence, design and permitting assistance, bid management, and construction administration. During this time, Kitchell has also assisted with an assessment of the roofs of several City-owned properties at Alameda Point, helping to identify and prioritize repairs that fit within the existing funding through the Capital Facilities Internal Service Fund. As a result of adding additional roof repair work, and a compressed timeline on the Building 24 reroofing project, staff anticipate additional funds are needed to cover the remaining project management services through close out of the project.
ALTERNATIVES
• Direct the City Manager to execute the Amendment as proposed to cover project management of roof repairs.
• Direct the City Manager to execute an Amendment for an alternate scope of work.
• Do not direct City Manager to execute an Amendment and give direction to staff. This action will likely result in funds expended before project completion.
FINANCIAL IMPACT
The funds for this project are budgeted in the Base Reuse and Economic Development budget for the Capital Improvement Program (Project No. C75400, AP Facility Improvements). No additional funding is requested.

This action is consistent with the Alameda Municipal Code.
This project supports the City Strategic Plan priority to Invest in Transportation, Infrastructure, Economic Opportunities & Historic Resources.
This action is subject to the Levine Act.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction). This action, which involves amendment of a contract for a project that has already commenced, is also exempt from further environmental review under the common sense exemption: “Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.” (CEQA Guidelines Section 15061(b)(3)).
CLIMATE IMPACT
Installation of the new membrane roofing system at Building 24 includes the addition of modern insulation materials that will improve the climate conditions inside the building, improve the efficiency of HVAC/climate control systems and reduce energy usage. Repairs to the roof of Building 11, 2, and 7, preserve the buildings, prolonging the useful life of the existing roofs.
RECOMMENDATION
Authorize the City Manager to execute a First Amendment to the Agreement with Kitchell in an amount not-to-exceed $38,247, with a total agreement amount not-to-exceed $111,503, for project and construction management services for base roofing projects.
