EXECUTIVE SUMMARY
Building 116 is located at 2501 Todd Street, at Alameda Point. On January 13, 2025, the City’s Chief Building Official issued a Declaration of Unsafe Building and Notice to Vacate (Notice) included as Exhibit 1 to this report. Exhibit 2 contains a site plan and photographs of the building in its current state.
Following a competitive selection process, staff recommends that City Council authorize the City Manager to execute a Construction Agreement (Agreement) with Silverado Contractors, Inc., the lowest responsive bidder, in an amount not-to-exceed $255,600 for a total building demolition. The demolition is a scheduled project included in the City of Alameda’s (City) Capital Improvement Plan and funded through the Capital Facilities Internal Service Fund.
The Agreement is a total amount not-to-exceed $281,160 which includes a ten (10) percent contingency, in the amount of $25,560 to be used only to cover change orders resulting from any unforeseen circumstances and requires prior written City approval.
BACKGROUND
Building 116, located at 2501 Todd Street at Alameda Point, was constructed in 1943 as a semi-permanent barracks for corpsmen, then used as a lecture hall and later as a driving school and counseling center. It was identified as a contributing structure in the Naval Air Station (NAS) Alameda Historic District; but, in 1996 the Advisory Council on Historic Preservation (ACHP) and the California State Historic Preservation Officer (SHPO) granted the US Navy approval to demolish Building 116 as well as five other contributing structures in the NAS Alameda Historic District (Buildings 75A, 115, 130, 135 and 137).
On February 6, 2025, the Historical Advisory Board (HAB) unanimously granted a Certificate of Approval for Application PLN25-0030 for the demolition of Building 116 (HAB Resolution 25-1, Exhibit 3). HAB found that the environmental impact of demolition was adequately considered by the Alameda Point Project Final Environmental Impact Report (EIR). Based on the January 13 Notice, the City took steps to secure the location, including removing ladders leading to the roof, and adding perimeter fencing, as required by the Building Official in the Notice. The Notice also requires a Demolition Permit to be obtained within 180 days from January 13, 2025, and staff’s recommended course of action is in furtherance of that requirement.
DISCUSSION
On February 14, 2025, staff issued a bid for Abatement and Demolition services. To solicit the maximum number of bids and most competitive price, plans and specifications were provided to 16 separate builder’s exchanges throughout the Bay Area. In addition, notices were placed on the City’s website and published in the Alameda Journal on February 14 and 21, 2025. After a bidding period of 26 days, four contractors submitted bids. After reviewing the bids, staff recommends awarding the contract to Silverado Contractors, Inc., the lowest responsive bidder, for a total amount not-to-exceed $281,160, which includes a 10% contingency in the amount of $25,560. The contractor is not guaranteed any of the contingency and its use will be at the sole discretion of City staff for work not originally anticipated in the original work scope.
ALTERNATIVES
• Authorize the City Manager to execute an Agreement with Silverado Construction for a total not-to-exceed $281,560, including contingency, for the demolition of Building 116 at 2501 Todd Street, Alameda CA 95601.
• Do not direct City Manager to execute an Agreement and give another direction to staff. This will likely impact the City’s ability to comply with the deadlines set in the Declaration of Unsafe Building.
FINANCIAL IMPACT
The funds for this project are budgeted in the Base Reuse and Economic Development budget for the Capital Improvement Program (Project No. C75400, AP Facility Improvements). No additional funding is requested.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action is consistent with the Alameda Municipal Code, and supports the City Strategic Plan priority to Invest in Transportation, Infrastructure, Economic Opportunities & Historic Resources.
This action is subject to the Levine Act.

RECOMMENDATION
Authorize the City Manager to execute an Agreement with Silverado Contractors, Inc., for the demolition of Building 116, 2501 Todd Street, Alameda, in an amount not-to-exceed $281,160, including contingency.
