EXECUTIVE SUMMARY

 

The City of Alameda (City) issued plans and specifications for the Mecartney Road Pedestrian Crossing Improvements Project, P.W. No. 07-24-20 on September 25, 2024. The project includes upgrading three pedestrian crossings at three intersections along Mecartney Road. The project will improve pedestrian visibility at the crossings with flashing beacons and installing pedestrian crossing signs to alert vehicles as they approach crossings.

 

Staff recommends City Council award the contract to Golden Bay Construction, Inc., the lowest responsive bidder, in an amount not-to-exceed $268,100, including a 10% contingency.

 

BACKGROUND

 

The improvements are to be constructed at three intersections along Mecartney Road:

 

                     Mecartney Road and Baywalk Road/Marcuse Street

                     Mecartney Road and Baywood Road/Fontana Drive

                     Mecartney Road and Ironwood Road/Verdemar Drive

 

Each intersection will include upgrading signage and striping, installing ADA compliant curb ramps, and installing rectangular rapid flashing beacons. Additionally, new concrete will be installed for a future AC transit bus stop on the southeast corner of the Mecartney Road and Baywalk Road/Marcuse Street intersection.

 

These improvements were developed in response to a fatal crash and the street safety policies under the Alameda Vision Zero Policy.

 

DISCUSSION

 

To solicit the maximum number of bids and most competitive price, plans, and specifications were provided to 17 separate builder’s exchanges throughout the Bay Area. Notices were also sent to contractors on the Public Works Department Contractor List. In addition, notices were placed on the City’s website and published in the Alameda Journal. Bids were opened on October 15, 2024. After a bidding period of 20 days, ten contractors submitted bids. The bid results are as follows:

After reviewing the bids, Public Works staff recommends awarding the contract to Golden Bay Construction, Inc. for a total amount of $268,100, which includes a 10% contingency in the amount of $24,373. The contractor is not guaranteed any of the contingency and its use will be at the sole discretion of the Public Works Director for work not originally anticipated in the specification. The specification also informed the successful bidder that they shall not pay less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Construction of the project is anticipated to be completed in February 2025. A copy of the contract is attached.

 

ALTERNATIVES

 

                     Award the contract as presented.

                     Adjust or modify scope within the contract.

                     Do not award the contract and provide alternative direction to staff.

 

FINANCIAL IMPACT

 

The Mecartney Road Pedestrian Crossing Improvements Project is budgeted in Capital Improvement Project (CIP) C61000 Street Safety. C61000 is funded by Measure BB and currently has an available budget of $716,873,41. Sufficient funds are available for the contractual expenses within CIP C61000 Street Safety.

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

The Project is consistent with City Strategic Plan Project TIE1, implement Vision Zero Rapid Response - After Fatal Crash Program, Project TIE6 assess bicycle and pedestrian safety improvements on Mecartney Road. Additionally, the project helps implement the City’s Active Transportation Plan and Vision Zero Plan.  This action is subject to the Levine Act.

 

ENVIRONMENTAL REVIEW

 

In accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities).

 

CLIMATE IMPACT

 

Vehicular transportation generates over 70% of the greenhouse emissions in Alameda. Improving pedestrian safety supports non-carbon emitting modes of transportation and the use of transit, which reduces greenhouse gas emissions from the City’s transportation sector.

 

RECOMMENDATION

 

Authorize the City Manager to execute an agreement with Golden Bay Construction, Inc., P.W. No. 07-24-20, in an Amount Not-to-Exceed $268,100, including a 10% contingency.
