EXECUTIVE SUMMARY

 

Staff is requesting authorization to purchase eight LIFEPAK 15 (LP 15) Cardiac Monitors, nine Lucas mechanical CPR devices, three ambulance gurneys and accompanying equipment from Stryker to replace the existing devices which reached their serviceable lifespan of 10 years.  Funding for this purchase is included in the Fiscal Year (FY) 2024-25 budget in the amount of $500,000.  The Fire Department has been utilizing the Life Pack Cardiac Monitors, Lucas mechanical CPR devices and Stryker Gurneys for more than ten years as they are the exclusive manufacturers of this medical equipment. To maintain consistency with equipment that will not be replaced and to ensure continuity with the required training to utilize this equipment, it is critical that the Fire Department maintains like-for-like equipment. Additionally, the City’s ambulances are outfitted only to utilize the Stryker Power-Pro gurneys. Stryker is the sole source provider for this medical equipment.

 

BACKGROUND

 

LP 15 Cardiac monitors are used during emergency medical responses to monitor heart rhythms, defibrillate and pace the heart. These devices have a useful life of approximately ten years. Eight of the Fire Department’s sixteen cardiac monitors have reached the end of their serviceable life and certain components are no longer replaceable if they fail.

 

The LUCAS mechanical CPR device maintains chest compressions during the treatment of a patient in cardiac arrest and transport to advanced lifesaving therapies in the acute hospital setting. These devices increase provider safety, avoiding fatigue over long durations and reducing transport risks by allowing caregivers to sit belted in the ambulance; the LUCAS device also allows firefighters on scene the ability to complete other essential interventions quickly since they do not have to be dedicated to performing chest compressions. The Fire Department’s existing LUCAS devices have reached the end of their useful serviceable life.

 

Battery-powered hydraulically equipped Power-PRO XT gurneys allow caregivers to move patients with less strain and risk of physical injuries to the first responders, while adding safety measures that protect the patient. The Fire Department operates four frontline ambulances and three reserve ambulances. The Fire Department has eight gurneys, with one being a reserve unit. Three of these gurneys have reached the end of their serviceable life and are due for replacement.

 

DISCUSSION

 

The existing LP 15 Cardiac monitors and LUCAS devices were initially funded and provided by Alameda County's contracted private ambulance provider, Paramedic Plus, in 2011. This was part of their contractual agreement with the County. When the County changed ambulance providers and switched to Falck Ambulance in 2019, replacing these monitors was not part of the new contract. Therefore, the cost of replacement is now the City's responsibility.

 

The Fire Department has historically purchased the gurneys. Three existing gurneys have reached the end of their serviceable life and are frequently out of service for repair. The new model of the Power-PRO XT uses advanced safety features for first responders and patients such as ergonomic designs, handrails and innovative mattress systems. Having functional gurneys is essential to providing a high level of patient care.

 

The estimated cost for the requested equipment plan is as follows:

 

LP 15 Cardiac Monitors, LUCAS devices, and Power-PRO-XT Gurneys including tax, and shipping: $481,251.34. The Fire Department is receiving a credit of $104,500.00 for trading in the equipment that is being replaced.

 

ALTERNATIVES

 

                     Authorize the purchase of eight LIFEPAK 15 (LP 15) Cardiac Monitors, nine Lucas Mechanical CPR Devices, three hydraulically equipped ambulance gurneys (Power-PRO XT) and accompanying equipment from Stryker.

                     Continue to use the current LP 15 Cardiac Monitors, Lucas Devices, and Power -PRO XT gurneys, knowing that the ability to service and maintain them will decrease as parts are discontinued. Eventually, any non-operable units will become useless as there will be no ability to repair them, which will have a direct impact on the ability to provide patient care.

 

FINANCIAL IMPACT

 

Funding in the amount of $500,000 is included in the adopted FY 2024-25 budget (10032260 81020).

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code Section 2-59 (Authorization of Contracts). This action supports the Strategic Priority, “Enhance Community Safety & Services” in the City’s Strategic Plan.  

 

This action is subject to the Levine Act (Government Code § 84308).

 

ENVIRONMENTAL REVIEW

 

This action does not constitute a “project” as defined in California Environmental Quality Act (CEQA) Guidelines Section 15378 and therefore no further CEQA analysis is required. 

 

CLIMATE IMPACT

 

There are no identifiable climate impacts or climate action opportunities associated with the subject of this report. 

 

RECOMMENDATION

 

Authorize the purchase of eight LIFEPAK 15 (LP 15) Cardiac Monitors, nine Lucas mechanical CPR devices, three ambulance gurneys and accompanying equipment from Stryker in the amount not-to-exceed $376,751.34.
