EXECUTIVE SUMMARY

 

The City of Alameda (City) is responsible for the operation and maintenance of 67 single family homes in the Alameda Point Main Street Neighborhood. As part of Alameda Point Capital Improvement Project for Residential Homes, CIP C75200, a condition assessment was performed of the existing roofs, indicating that some have deferred roof maintenance, and need repairs and possible replacement. After conducting a competitive process for qualified professional residential roofing companies, staff recommends entering into an on-call contract for services with RK Roofing & Construction, Inc. for $200,000 per year for up to four years, with a total not-to-exceed $800,000 for on-call roof repair and maintenance services.

 

BACKGROUND

 

There are 67 City-owned market-rate single family homes in the Alameda Point Main Street Neighborhood, many of which are historic, and require ongoing roofing maintenance and repair. The City’s goal is to provide its existing tenants with comfortable enjoyment and also preserve the neighborhood’s ranch-style and historic two-story homes. With the support and expertise of an independent roofing consultant, Aquatech Consultancy, City staff evaluated the current conditions of the roofs and confirmed the need for significant repair. City staff issued a Request for Proposals (RFP) for on-call residential roof repair and maintenance services and, if deemed necessary, replacement.

 

DISCUSSION

 

On March 7, 2025, the Base Reuse and Economic Development Department (BRED) issued an RFP for On-Call Maintenance, Repair and/or Replacement Services for Residential Roofing at Alameda Point Main Street Neighborhood. To solicit the maximum number of bids and competitive pricing, the project manual and specifications were provided to 18 separate builders’ exchanges throughout the Bay Area. Notices were also placed on the City’s website and published in the Alameda Journal on March 7 and March 14, 2025. 

 

After reviewing proposals, and conducting follow up interviews, staff recommends a contract with the following responsive and responsible bidder:

 

                     RK Roofing & Construction, Inc.

RK Roofing is based in San Leandro and has been in business for over 20 years. They have extensive experience doing residential and commercial roofing for public agencies. Their pricing for roof and gutter replacement at the historic two-story homes was especially competitive, and they offer a flat fee leak repair program with a 24-hour response time.

 

Staff recommends entering into a contract with RK Roofing for $200,000 per year for four years, with a total contract amount not-to-exceed $800,000 for on-call roof repair, maintenance services.

 

ALTERNATIVES

 

                     Award contracts to RK Roofing as proposed.

                     Direct City Manager to execute Agreements for an alternate amount or scope.

                     Do not award the contract and give another direction to staff.

 

FINANCIAL IMPACT

 

The funds for this project are budgeted in the Base Reuse and Economic Development budget for the Capital Improvement Program (Project No. C75200, AP Big Whites Lead Abatement). There are unencumbered funds remaining in this project; therefore no additional funding is requested.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action is consistent with the Alameda Municipal Code.

 

This project supports the City Strategic Plan priority to Invest in Transportation, Infrastructure, Economic Opportunities & Historic Resources.

 

This action is subject to the Levine Act.

 

ENVIRONMENTAL REVIEW

 

In accordance with CEQA, potential environmental impacts of the proposed action have been evaluated and disclosed pursuant to CEQA. Pursuant to the streamlining provision of Public Resources Section 21083.3 and Section 15183 of the CEQA Guidelines, no further environmental review is required because the project is consistent with the Alameda Point Zoning Ordinance for the area; the environmental impacts of the Zoning Ordinance were considered in the Alameda Point Project (APP) Final Environmental Impact Report (FEIR) adopted by the City Council on February 4, 2014, in compliance with the California Environmental Quality Act (CEQA); and the project would not result in significant impacts that: (1) are peculiar to the project or project site; (2) were not already identified as significant effects, cumulative effects, or off-site effects in the FEIR; or (3) were previously identified as significant effects; but are determined to be substantially more severe than discussed in the FEIR.

 

On a separate and independent basis, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15061(b)(3) (Common Sense).

 

CLIMATE IMPACT

 

All repair and replacement materials will match the look of existing materials and meet all historic preservation requirements. The repair of existing deteriorated/damaged roofs with modern insulation materials, improves the climate conditions inside the building, improves the efficiency of climate control systems and reduces energy usage.

 

RECOMMENDATION

 

Authorize the City Manager to execute a four-year agreement with RK Roofing & Construction for on-call residential roofing repair and maintenance in an amount not-to-exceed $800,000.
