EXECUTIVE SUMMARY

 

The City of Alameda (City) Recreation and Parks Department manages over 300 acres of parks.  Well-lit park pathways are fundamental to maintaining a safe and healthy community. 

 

On September 15, 2025, the City issued plans and specifications for the Lincoln Park Lighting Project, No. P.W. 04-25-08.  Following a competitive bidding process, staff recommends that the City Council authorize the City Manager to execute an agreement with Bay Area Lightworks, Inc. (Bay Area Lightworks), the lowest responsive and responsible bidder, for a total amount of $353,100, which includes a 10% contingency.

 

BACKGROUND

 

The City’s park system is a vital component of the City’s infrastructure and quality of life.  Parks provide open space for recreation, relaxation and community connection. Proper lighting of park pathways supports public safety and accessibility by improving visibility, deterring crime, and creating a comfortable environment for pedestrians.

 

The Lincoln Park Lighting Project replaces the existing pathway lighting systems, including poles, foundations and all underground electrical infrastructure. A new, dedicated electrical service will also be installed to support the updated lighting system.

 

DISCUSSION

 

To solicit the maximum number of bids and most competitive price, plans and specifications were provided to 13 separate builders’ exchanges throughout the Bay Area on September 15, 2025.  Notices were placed on the City’s website and published in the Alameda Journal on September 19, 2025.  The bids were opened on October 8, 2025.  After a bidding period of 21 days, 16 contractors submitted bids. Staff verified references for Bay Area Lightworks and received positive feedback about the quality and timeliness of their work.  Staff therefore recommends awarding an agreement to Bay Area Lightworks, in an amount not-to-exceed $353,100, which includes a 10% contingency. The contractor is not guaranteed any of the contingency amount and the use of the contingency will be at the sole discretion of the City for work not originally anticipated in the plans and specifications.  The project specifications require the contractor to pay prevailing wage.  The contract is attached as Exhibit 1.

 

ALTERNATIVES

 

                     Award the Agreement as recommended.

                     Increase or reduce the scope/budget of the proposed Agreement before awarding. Per the Public Contract Code, this can only be done in a manner that does not materially alter the scope, character or cost of the project.

                     Do not award the Agreement and provide alternative direction to staff.

 

FINANCIAL IMPACT

 

Funding for the Lincoln Park Lighting Project is budgeted in the Capital Improvement Project C16000 - Street, Park, and Parking Lot Lighting.  C16000 is funded by the General Fund. This project supports routine replacement of poles and fixtures and underground electrical facilities.  There is sufficient project budget to support this project There is no impact to the General Fund other than funds previously allocated to C16000 - Street, Park, and Parking Lot Lighting.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

The recommended lighting improvements for Lincoln Park are consistent with the Alameda General Plan Parks + Open Space Element Goal No. 1 - Maintain and Enhance:

 

Maintain, enhance and improve the existing system of parks, open spaces, Nature Reserves, trails, and recreational facilities.

 

Specifically, the project addresses the following Policies:

 

                     OS-1 - Parks and Open Space Funding, Action b. “Maintenance” - Monitor parks and open space and recreational facilities on a regular basis and identify those sites that require repair, renovation and/or improvements. Assign high priority to maintenance and renovation of existing parks and facilities.

 

                     OS-5 - Accessibility For All - Continue to upgrade parks, trails, and community facilities to ensure accessibility and inclusivity for all residents.

 

This action is subject to the Levine Act.

 

ENVIRONMENTAL REVIEW

 

In accordance with the CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Sections 15301 (Existing Facilities).

 

CLIMATE IMPACT

 

Safe and walkable park pathways are vital to meeting the vehicle miles traveled reduction goals in the City’s Climate Action and Resiliency Plan (CARP).  While there is demolition of existing concrete pole foundations, the Contractor is required to recycle 95% of concrete and 65% of all other construction and demolition debris in accordance with section 10-5 of the special provisions, consistent with CARP. 

 

RECOMMENDATION

 

Authorize the City Manager to execute an agreement with Bay Area Lightworks, Inc., for the Lincoln Park Lighting Project, No. P.W. 04-25-08, in an amount not-to-exceed $353,100, including contingency.
