EXECUTIVE SUMMARY
Staff is recommending that City Council designate Jennifer Ott, City Manager, Abigail Thorne-Lyman, Base Reuse and Economic Development Director, Nicole Franklin, Base Reuse Manger, Walker Toma, Community Development Manager, and Len Aslanian, Assistant City Attorney as the real property negotiators for the ground-lease with purchase option for 2151 Ferry Point, Alameda, CA 94501, which will allow them to meet with City Council in closed session to discuss price and terms related to a lease option of the premises in a manner compliant with all applicable laws and to represent the City of Alameda (City) in negotiations with a public or private party.
BACKGROUND
Little Opera House, Inc. (LOH), currently holds a license for a temporary outdoor performance and exhibition space known as Radium Runway on approximately 2.13 acres at Alameda Point. Pursuant to City Council's December 20, 2023 Resolution (Resolution 16127), the City and LOH entered into an Exclusive Negotiating Agreement (ENA), which establishes a 12-month period during which time the City and LOH will make a good faith effort to prepare a mutually acceptable long-term Ground Lease with Purchase Option for the Development of a performing arts center at the site.
