EXECUTIVE SUMMARY
The Public Works Department manages a hazardous materials storage area for the temporary storage of hazardous wastes generated through City of Alameda (City) operations, materials collected from public rights-of-way, abandoned materials, and hazardous materials received from other City departments. State and federal regulations require hazardous waste generators to properly manage, transport, and dispose of hazardous materials within prescribed timeframes.
The City conducted a competitive Request for Proposals (RFP) process to secure qualified hazardous wastes collection, transportation, and disposal services. Staff recommends awarding a five-year agreement to Environmental Logistics Inc. (Environmental Logistics) to provide on-call services necessary to maintain regulatory compliance, support City operations, and ensure hazardous materials are properly handled and disposed of at licensed facilities.
BACKGROUND
The City routinely generates and accumulates hazardous wastes through Public Works maintenance activities, abandoned hazardous materials found within the public right-of-way, and hazardous materials generated by other City departments. Public Works manages a hazardous materials storage area and coordinates the transport and ultimate disposal of the hazardous materials.
