Recommendation to Accept the Revised Public Art Biennial Work Plan

EXECUTIVE SUMMARY
At its October 21, 2024, PAC meeting, staff submitted a Biennial Work Plan to the PAC. The PAC suggested revisions. Staff subsequently determined that it has the capacity to carry out the proposed revisions. Staff recommends the PAC accept the Revised Public Art Biennial Work Plan which sets out actions for the next two years.
BACKGROUND
In December 2020, Base Reuse and Economic Development Department (BREDD) staff facilitated a working session of the PAC to identify future public art priorities. One of the identified priorities was the development of a Public Art Master Plan (the "Master Plan", Exhibit 1) to guide the implementation of public art in alignment with the vision and goals of the City Council, PAC and the Alameda community. The Master Plan was formally adopted by the City Council on December 19, 2023.
DISCUSSION
The Master Plan establishes a Five-Year Action Plan and proposes a biennial work plan for the next two years. It should be noted that the staff time allotted for public art administration and programing is 30% of a full-time employee (no more than 12 hours per week) with the remaining 70% being dedicated to Economic Development work. With limited staff capacity and resources for public art, staff developed and proposed a Biennial Work Plan for the next two years.
At its October 21, 2024, PAC meeting, the Biennial Work Plan was submitted to the PAC. Commission Vice Chairperson Peter Platzgummer requested two additions to the Biennial Work Plan: 1) creation of Commission Bylaws 2) A Postmortem review for the physical artwork RFQ process. These revisions have been added to the Biennial Work Plan in bold font below:
