EXECUTIVE SUMMARY
On October 16, 2018, City Council approved the City's Minimum Wage Ordinance ("the Ordinance") (Ord. No. 3226 N.S., ?1, 10-16-2018) providing for annual increases to the minimum wage within the City of Alameda (City), based on the cost of living increase. Cost of living was defined in the Ordinance as the percentage increase, if any, in the Bay Area Consumer Price Index - Urban Wage Earners and Clerical Workers, San Franciso-Oakland-San Jose for All Items (CPI-W) calculated using the February-to-February percentage increase.
Staff recommends City Council approve a resolution amending the City's Part-Time Salary Schedule implementing the City's increased minimum wage of $17.00 per hour. The estimated fiscal impact to the City is $120,000 in annual salary costs, primarily in the Recreation and Parks and City Attorney Departments.
BACKGROUND
Under the City Charter, it is the responsibility of the City Council to establish and abolish offices and positions of employment and to fix the compensation and duties thereof (City of Alameda Charter Section 3-7(G)). City Council approved the City's Minimum Wage Ordinance in October 2018 which adjusts the minimum wage annually on July 1st each year by the cost of living up to five (5%) percent. Based on the increase to the February CPI-W, the City's Minimum Wage is increasing 2.9% to $17.00 per hour effective July 1, 2024. The Salary Schedule, as reflected in Exhibit 2, will ensure the City's compliance with the new City minimum wage, and ensure adequate differentials between part-time job categories.
