MINUTES OF THE SPECIAL CITY COUNCIL MEETING
TUESDAY- -SEPTEMBER 5, 2023- -5:00 P.M.

Mayor Ezzy Ashcraft convened the meeting at 5:06 p.m.

Roll Call - Present: Councilmembers Daysog, Herrera Spencer, Jensen, Vella and Mayor Ezzy Ashcraft - 5. [Note: Councilmember Vella arrived at 6:21 p.m]

Absent: None.

Consent Calendar

Councilmember Jensen moved approval of the Consent Calendar.

Vice Mayor Daysog seconded the motion.

Under discussion, Councilmember Herrera Spencer inquired how long the Interim Economic Development Direction has been acting, to which the City Manager responded six weeks.

Councilmember Herrera Spencer inquired whether the Economic Development and Base Reuse are under the same department.

The City Manager responded both have always been under the Community Development Department; stated the only portion that has been taken out of Community Development is the Housing and Homelessness Services, which leaves Base Reuse and Economic Development.

Councilmember Herrera Spencer stated the departments were not always together; a former department director was not the director for Base Reuse; there have been separate directors for Economic Development and Base Reuse.

The City Manager stated the Community Development Department included Housing and Homelessness Services, Economic Development, and Base Reuse when she arrived this year; Housing and Homelessness Services has been separated and now reports to the Assistant City Manager.

Councilmember Herrera Spencer stated the City previously had an Economic Development Director; expressed support for staff taking on the work of multiple departments.
