MINUTES OF THE OPEN GOVERNMENT COMMISSION MEETING
MONDAY - - - OCTOBER 6, 2025 - - - 7:00 P.M.

Chair Miley convened the meeting at 7:00 p.m.

ROLL CALL - Present: Commissioners Bowling, Harris, Shwartz, Tilos and Chair Miley - 5. [Note: Commissioner Shwartz arrived at 706 p.m. and was present via teleconference from 2227 Mariner Square Loop Road, Alameda, CA 94501]

Absent: None.

[Staff present: City Clerk Lara Weisiger]

NON-AGENDA PUBLIC COMMENT

Rita Lark, Alameda, discussed her experience living in the Village of Love shelter.

Jay Garfinkle, Alameda, discussed the history of the Sunshine Ordinance and Open Government Commission; urged the Commission to improve transparency.

REGULAR AGENDA ITEMS

3-A. Minutes of the March 3, 2025 Meeting

Commissioner Harris moved approval of the minutes.

Commissioner Tilos seconded the motion, which carried by the following roll call vote:
Commissioners Bowling: Aye; Harris: Aye; Shwartz: Aye, Tilos: Aye and Chair Miley: Aye. Ayes: 5.

3-B. Discuss and Provide Direction on the 2025 Annual Report, including Option for Form a Subcommittee

The Commission discussed how to proceed with preparing the Annual Report and reached agreement to ask the City Clerk to draft it.

The Commission discussed specific information related public records requests that should be included in the report if possible: any legal representation involvement, how many requests are from Alameda addresses, how many are from agencies, the number of documents, the number of days to fulfill, and staff hours spent.

The Clerk noted all data points being requested might not be available, especially staff hours.

Commissioner Shwartz moved approval of requesting staff to draft the Annual Report for the Commission based on the discussion tonight.
