Staff report on the Social Service Human Relations Board's 2024 Annual Progress Report on The Road Home: A 5 Year Plan to Prevent and Respond to Homelessness in Alameda

EXECUTIVE SUMMARY
The City of Alameda's Charter assigns Social Service Human Relations Board (SSHRB) the responsibility of assessing and responding to The Road Home: A Five-Year Strategic Plan to Prevent & Respond to Homelessness in Alameda. With the number of people experiencing homelessness on the rise, the primary purpose of the Strategic plan is to provide a roadmap to:
* Prevent and reduce first-time homelessness,
* Reduce chronic homelessness,
* Shorten the period of time an individual or household remains homeless, and,
* Decrease returns to homelessness.
To fulfill that responsibility, SSHRB has periodically evaluated The Road Homes's progress and will evaluate the scope of the community's and publicize resources to meet those needs. An annual report on progress has been prepared by consultant Homebase through interviews and contributions from City staff, community stakeholders, The Road Home Workgroup, and Dignity Village residents.
BACKGROUND
In 2018, the City declared a state of emergency regarding homelessness in the community and a number of new programs were launched using short-term funding sources such as the Homeless Emergency Aid Program (HEAP) and CARES Act funding.
These programs include:
* Homeless Outreach Team.
* Enhanced case management.
* Winter warming shelter, which seeks Council approval for its fifth season this November.
* Day Center Services.
* Homeless hotline to coordinate service delivery and public calls.
* Mobile shower and laundry program.
* Emergency rental assistance and subsidies to prevent individuals and families from becoming homeless.
* Emergency Supportive Housing in four City-owned homes.
