In accordance with the California Environmental Quality Act (CEQA), this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15301 (Existing Facilities) and Section 15304 (Minor Alterations to Land). (Public Works 310)

EXECUTIVE SUMMARY
The Clement Avenue/Tilden Way Project broke ground in December 2025 and the project is currently under construction. Kittelson & Associates (Kittelson) is the engineering services design consultant for the project and is integral to providing technical services throughout the construction process. The Agreement with Kittelson expired on January 1, 2026. Staff is requesting approval to extend the term of the Agreement by two years, expiring on January 1, 2028. No additional compensation is requested under this Amendment.
BACKGROUND
On November 10, 2020, the City of Alameda (City) entered into an Agreement with Kittelson to help the City analyze and review location of roundabouts to help improve safety for all roadway users, for an amount not to exceed $37,850 and with a termination date on June 30, 2025.
On June 29, 2021, the First Amendment of the Agreement was executed to provide additional services for implementing roundabouts in Alameda, including community engagement, design analysis, and grant writing, for an amount not to exceed $37,120 and total aggregate compensation not to exceed $74,970 and no changes to termination date.
