EXECUTIVE SUMMARY

The City of Alameda (City) owns a diverse portfolio of properties at Alameda Point, managed by the Base Reuse and Economic Development department (BRED). As part of its management strategy, the City contracts with a security provider to provide one roving unarmed security patrol 24 hours a day, seven days a week. The incumbent provider's contract has reached the end of its term.

Consistent with the City's Purchasing Policy Guidelines, staff conducted a competitive solicitation and recommends City Council approve an agreement with?Citiguard, Inc. for a not-to-exceed total compensation of $2,000,535 over five years.

BACKGROUND

The Alameda Point portfolio of City-owned properties is over 1,500 acres of the former Naval Air Station. This complex portfolio include historic residential homes, both occupied and vacant large industrial buildings, land available for lease and sale, and marine piers with deepwater access.

BRED contracts with a licensed unarmed roving security patrol service to observe and report to the Property Management team, interface with emergency services and provide safety and security to residents, tenants and visitors of Alameda Point.
