EXECUTIVE SUMMARY

On December 3, 2024, City Council awarded an Agreement to Golden Bay Construction in the amount of $268,100, which included a 10% contingency, for the upgrades of three pedestrian crossings along Mecartney Road to improve pedestrian visibility with flashing beacons.

BACKGROUND

The improvements were constructed at three intersections along Mecartney Road:

* Mecartney Road and Baywalk Road/Marcuse Street
* Mecartney Road and Baywood Road/Fontana Drive
* Mecartney Road and Ironwood Road/Verdemar Drive

Each intersection included upgraded signage and striping, installing Americans with Disability Act (ADA) compliant curb ramps, and installing rectangular rapid flashing beacons. New concrete was also poured for a future AC transit bus stop on the southeast corner of the Mecartney Road and Baywalk Road/Marcuse Street intersection.
This project resulted in improved safety for pedestrians crossing Mecartney Road with the installation of the rectangular rapid flashing beacons.

DISCUSSION

City Council awarded an agreement to Golden Bay Construction, Inc., on December 3, 2024. A Notice to Proceed was issued on March 12, 2025, and work began on March 24, 2025. On July 11, 2025, Public Works staff performed a final inspection of the public improvements. The completed work is acceptable to the Public Works Department. Staff recommends City Council accept the work of Golden Bay Construction, for the Mecartney Road Pedestrian Crossing Improvements Project, PW No. 07-24-20.
