EXECUTIVE SUMMARY

The 2025-26 Americans with Disabilities Act (ADA) Curb Ramp Improvement Project will enhance accessibility by installing ADA compliant curb ramps at locations identified in the City of Alameda's (City) ADA Self Evaluation and Transition Plan (ADA Plan) as either missing or with a low accessibility score.

On April 2, 2024, City Council held a public hearing to consider the use of Community Development Block Grant (CDBG) funds and approved the Housing & Human Services recommendation to allocate a portion of the funds to be used for public accessibility improvements. This action, combined with the July 2, 2025 execution of an interdepartmental funding agreement (Exhibit 1), provides $200,000 in CDBG funds for curb ramp construction.

To utilize the CDBG funds for the ADA curb ramp project, staff recommends amending the Fiscal Year (FY) 2025-26 Capital Budget to increase revenues and appropriations in Capital Improvement Program (CIP) C14000 by $200,000 to reflect this funding.

BACKGROUND

On April 2, 2024, a Public Hearing was held at City Council to consider the use of CDBG funds for various projects and programs, which included a recommendation from Housing & Human Services for funds to be used for public accessibility improvements. City Council voted in favor of using CDBG funds as recommended by Housing & Human Services.
