EXECUTIVE SUMMARY
On February 21, 2023, City Council approved an agreement with Cerda-Zein Real Estate (CZ), the City's residential property manager, for ongoing maintenance including general repairs and upkeep, pest remediation, and appliance servicing of the City of Alameda's (City) four Emergency Supportive Housing (ESH) homes. This agreement expires on September 30, 2024 and staff recommends a one-year agreement until this maintenance work can be included in an upcoming Request for Proposals (RFP) process, led by the Base Reuse and Economic Development (BRED) Department for a broader scope of work for maintenance of city-owned residential properties.
BACKGROUND
On February 21, 2023, City Council approved an agreement with CZ to prepare and maintain the four ESH homes at Alameda Point. CZ is a local, family-owned business that has been operating in Alameda since 2009.
CZ successfully worked with staff and the Village of Love, the ESH program operator (VOL), to prepare and maintain the four ESH homes for the duration of the program's 23 months of operation in a professional, responsive, and timely manner. Staff is estimating $198,000 will be needed to maintain and service the four homes from October 1, 2024 to September 30, 2025. Staff is recommending that City Council authorize the City Manager to execute a $198,000 first amendment agreement with CZ to maintain the four ESH homes for the continued period of one calendar year.
