EXECUTIVE SUMMARY
In accordance with the City of Alameda's (City) Fleet Replacement Policy, street sweepers are replaced on a six-year cycle due to heavy usage, high mileage, and mechanical complexity. One main sweeper has reached the end of its useful life, and funding for its replacement was approved in the Fiscal Year (FY) 2025-26 budget.
Staff recommends purchasing one replacement street sweeper from Tymco, Inc., in an amount not-to-exceed $389,906.45, using pricing from the Houston-Galveston Area Council (HGAC) cooperative purchasing contract. HGAC contracts are competitively solicited in compliance with state and local procurement requirements.
BACKGROUND
Street sweeping supports community cleanliness and stormwater quality by removing debris, litter, leaves and other pollutants that can clog drains or enter the Bay. The City's street sweeper fleet consists of three main street sweepers and two older spares used when the main sweepers are being serviced or repaired.
On June 17, 2025, City Council approved funding in the FY 2025-26 budget to replace one main sweeper that is at the end of its useful life.
In accordance with City Administrative Instruction Number 5 ("Purchasing Policy"), vehicles may be purchased by piggybacking on another agency's purchase agreement or through cooperative purchasing. In addition, City Council must approve vehicle purchases exceeding $75,000.
DISCUSSION
Staff recommends purchasing a Tymco 600 sweeper through HGAC's competitively bid contract to leverage favorable pricing and avoid the time and cost of a separate bidding process. The total not-to-exceed amount is $389,906.45 (Exhibit 1).
