EXECUTIVE SUMMARY
The City of Alameda (City) is mandated by its Municipal Regional Stormwater Permit (MRP) to prevent trash and litter from entering the City's storm sewer system. Alameda is meeting this permit requirement primarily by installing Full Trash Capture (FTC) devices in its storm drain inlets and has been maintaining these devices by contracting with a qualified service provider.
On March 21, 2025, City staff issued a Request for Proposals (RFP) for FTC device inspection and maintenance service. After a submittal period of 24 days, staff received two (2) proposals. Based on the criteria of the RFP and a review of proposals, staff determined that Revel Environmental Manufacturing, Inc. (REM) is the vendor that best meets the City's needs and recommend awarding a five-year agreement in an amount not-to-exceed $1,586,362.26.
BACKGROUND
The MRP, a state permit issued by the Regional Water Resources Control Board, requires Alameda to reduce the trash load discharged from the City's storm sewer system to the San Francisco (SF) Bay. Alameda is meeting this requirement primarily by installing FTC devices to intercept litter and other pollutant sources that are 5 millimeters or greater before they enter Alameda's storm pipes.
