2) Refer the matter to staff to schedule as a future City Council agenda item. Concurrence that staff time will be devoted to the item does not signify approval.
3) Take dispositive action only on time sensitive legislative matters if sufficiently noticed such that the public and Council have been provided sufficient information by the published agenda, and no formal published notice of a public hearing is required.

Direct the City Manager, in consultation with the City Attorney, to draft and present to City Council a policy governing the sale, lease, or disposition of City assets and municipal resources. The policy shall address proposed uses that would be expected to require significant municipal resource consumption (including electricity, water, or land) relative to projected local job creation.
The City of Alameda has prioritized economic development, particularly at Alameda Point, that is expected to create permanent employment opportunities in green tech and other environmentally supportive sectors. With that priority in mind, any allocation, lease, or disposition of public assets should ensure the efficient, sustainable use of finite City resources.
