EXECUTIVE SUMMARY

The City of Alameda (City) must enter into a combined 10-year Master Programs Funding Agreement (MPFA) with the Alameda County Transportation Commission (Alameda CTC) to continue receiving formula-based Measure BB and Vehicle Registration Fee (VRF) transportation funding via Direct Local Distributions (DLD).

Staff recommends that City Council adopt a resolution approving the Alameda CTC MPFA for Measure BB and VRF DLD funds.

BACKGROUND

In 2010, Alameda County voters approved Measure F, which authorizes a $10 Vehicle Registration Fee (VRF). In 2014, Alameda County voters approved the 2014 Transportation Expenditure Plan (Measure BB), a half-cent sales tax that extended the 2000 Measure B transportation sales tax and augmented it by one-half percent to fund projects and programs in Alameda County.

The Alameda CTC is responsible for distributing revenues from these measures to local jurisdictions, distributed by formula to local jurisdictions via Direct Local Distributions. As a recipient of DLD funds, the City uses Measure BB and VRF revenue to support local street maintenance and improvements, bicycle and pedestrian programs, and Alameda Connect transportation services for older adults and people with disabilities. Together these fund sources provide over $6.5 Million in annual funding for transportation programs and projects.
