On February 4, 2014, the City certified the Alameda Point Final Environmental Impact Report (EIR) in compliance with the California Environmental Quality Act (CEQA). On a separate and independent basis, in accordance with CEQA, this action is categorically exempt from further environmental review pursuant to CEQA Guidelines Section 15061 (Common Sense). EXECUTIVE SUMMARY
Backbone infrastructure is being replaced in Alameda Point's Adaptive Reuse Area (Reuse Area) through the City of Alameda's (City) Capital Improvement Program with funding from the sale of buildings in the Reuse Area. On March 15, 2022, City Council awarded an Agreement to Andrew M. Jordan, Inc., DBA A&B Construction (A&B) to construct a project that included new East Bay Municipal Water District (EBMUD) water facilities and all backbone infrastructure improvements in Phase 1 and water only improvements in Phase 2, as shown in Exhibit 1. Backbone infrastructure includes new sewers, storm, joint trench, street lighting, landscaping, and complete streets with bike and pedestrian facilities. The improvements executed under the subject Agreement are complete and acceptable to staff. Staff recommends that the City Council accept the work of A&B for the Alameda Point Reuse Area Infrastructure Replacement Phase 1 and Phase 2, No. P.W. 11-19-55.
