EXECUTIVE SUMMARY
The City of Alameda (City) issued plans and specifications for the Harbor Bay Business Park Bus Stops and Ferry Terminal Improvements, Project No. P.W. 02-23-01 on April 25, 2025. This project is three miles in length and includes concrete, asphalt, landscaping, signage, and striping updates in the Harbor Bay Business Park and in the Harbor Bay Ferry Terminal parking lot. Staff requests City Council award the Agreement to Globe Engineering Development, the lowest responsive bidder, in an amount not-to-exceed $815,271.60, including contingency. In addition, staff requests City Council adopt a resolution to amend the Fiscal Year 2024-25 Capital Budget by increasing revenues and appropriations to Capital Improvement Program (CIP) C62100 by $261,000.
BACKGROUND
The Transportation Improvement Fund (TIF), Fund 287, was established in 1989 with a portion of the annual parcel tax revenue generated within Harbor Bay Business Park Development being deposited into this special fund for the intended purpose of implementing traffic mitigation projects due to the build out of the business park development.
