EXECUTIVE SUMMARY
On August 2, 2024, the Alameda Food Bank (Food Bank) purchased Building 607 and the associated 1.7 acres of land at 677 West Ranger Avenue from the City of Alameda (City) in the amount of $3.06 million to construct a permanent Community Market for food distribution to vulnerable households. Of the $3.06 million in acquisition and future construction costs, $100,000 was funded through the Community Development Block Grant (CDBG) specifically for tenant acquisition costs.
Staff recommends authorizing the City Manager to execute an Amendment to the Agreement with the Alameda Food Bank to support the acquisition of an existing property at 677 West Ranger Avenue. The Amendment is to authorize utilizing the funds for tenant acquisition rather than relocation and tenant improvement costs as defined in the original Agreement. The Amendment to the current Agreement will allow City staff to request reimbursement from the Federal Department of Housing and Urban Development (HUD) for an eligible activity.
BACKGROUND
In 2022 the Food Bank, a local nonprofit organization, approached the City to discuss its interest in purchasing land for the construction of a permanent, new facility. The Food Bank currently serves approximately eight percent (8%) of Alameda's residents and approximately 700 families per week. It is open to the public on Monday, Wednesday, and Friday. It has a paid staff of four, supplemented by volunteers.
