Workshop to Review and Comment on the Concept for a Surf Pool at Enterprise Park.

EXECUTIVE SUMMARY
Neptune Beach Surf Club (NBSC) proposes to lease approximately 5.5 acres of land from the City of Alameda (City) at the northeastern edge of the area commonly known as Enterprise Park to operate a "Surf Park". A Surf Park is a recreational facility whose primary apparatus is a "Surf Pool".
BACKGROUND
* Neptune Beach Surf Club proposes to develop and operate a "Surf Park" on approximately 5.5 acres of land in Enterprise Park. This development would require a Development Agreement and a Lease with the City of Alameda.
* On June 17, 2025, a pop-up event took place at Enterprise Park with approximately 200 in attendance.
* NBSC has discussed the proposal with the City and staff are seeking feedback on the concept.
DISCUSSION
NBSC Founder William Duncanson will present the concept for NBSC, including an overview of the project's vision, goals, and main features. He will also share results from the recent community engagement process, which gathered ideas and feedback from local residents and stakeholders. This input will help shape the next steps and will be shared with the City Council in a closed session later this year for further discussion.
The Surf Pool proposed by NBSC will occupy approximately 2.25 acres of the proposed 5.5 acres and is a large body of water with the ability to generate traveling waves similar to those found in the ocean. These waves can be ridden on watercraft such as surfboards, stand-up paddle boards, and boogie boards. The Surf Pool will have the ability to generate a variety of types of waves to accommodate all skill levels ranging from first-time surfers to experts and professionals.
