EXECUTIVE SUMMARY

On September 15, 2020, the City Council approved, with conditions, Tentative Map Tract No. 8561 for the development of up to 586 units designed to serve a mix of housing types, including permanent supportive housing, affordable senior housing, and affordable family housing on the North Housing site at 501 Mosley Avenue to be developed in three phases, per the City of Alameda (City) Resolution No. 15689.

The Final Map for Phase 1 provides for two parcels for the development of permanent supportive housing and affordable senior housing with associated parking and infrastructure and one parcel for a private roadway (Lakehurst Circle) by Alameda Housing Authority and the dedication of public rights of way for Mabuhay Street and Singleton Avenue (Exhibit 1). Final Map 8561 is the first of three maps anticipated for the North Housing development. Staff recommends adoption of a resolution approving the final map and authorizing execution of a subdivision improvement agreement for Tract 8561, North Housing Site - Phase 1.

BACKGROUND

On August 17, 2020, the Planning Board conducted a public hearing and adopted Resolution No. PB-20-16 approving the Development Plan and Density Bonus application for the project and Resolution No. PB-20-17 recommending that the City Council approve the Tentative Map Tract No. 8561 to allow the subdivision of 11 lots on approximately 12.19 acres.
