EXECUTIVE SUMMARY
The City of Alameda Police Department (APD) uses the Alameda County Sheriff’s Office (ACSO) Regional Training Center for continuing professional training for sworn personnel. Although costs vary each year, training at the Regional Training Center is estimated to cost up to $25,000 per year. APD’s prior three-year agreement with ACSO expired earlier this year. Considering both prior and anticipated costs and the preceding three-year agreement, a new three-year agreement for $75,000 requires City Council approval, as it would exceed the five-year limitation in Alameda Municipal Code (AMC) Section 2-59.3.
BACKGROUND
The California Commission on Peace Officer Standards and Training (POST) was established by the Legislature in 1959 to set minimum selection and training standards for California law enforcement agencies. As a participating agency in the POST program, APD agrees to abide by POST's standards.
POST requires peace officers to maintain continuing professional training. Among the requirements are driver training and awareness, as well as training on the use of firearms. POST also provides training guidelines for motorcycle officers and canine handlers.
ACSO operates the Regional Training Center, which hosts law enforcement agencies for:
Canine training
Emergency Vehicle Operations Course training
Firearms training
Motorcycle training
APD has been utilizing the Regional Training Center since 2023 under a prior agreement, signed by Chief of Police Nishant Joshi pursuant to departmental head purchasing authority. The term of the prior agreement ended on March 1, 2026.
