EXECUTIVE SUMMARY

On March 4, 2025, City Council awarded an agreement to McKim Corporation (McKim) in the amount of $1,209,149.70, plus a 10% contingency, for a total authorized amount of $1,330,065 for the Grand Street Safety Improvements and Pavement Rehabilitation Project.

The improvements are complete in accordance with project plans and specifications at a total cost of $1,201,392.29. Staff recommends City Council accept the work constructed as part of the Grand Street Safety Improvements and Pavement Rehabilitation Project.

BACKGROUND

The Grand Street Safety Improvements and Pavement Rehabilitation Project, located between Shore Line Drive and Otis Drive, included full width pavement rehabilitation, a street level two-way bicycle facility with a buffer, Americans with Disabilities Act (ADA) compliant curb ramps, on-street parking, a mid-block crosswalk near Wood School with flashing beacons and pedestrian refuge island, bus stop improvements, and restriping for existing automobile travel lanes.

DISCUSSION

City Council awarded an agreement to McKim on March 4, 2025. A Notice to Proceed was issued on May 1, 2025 and work began on May 5, 2025. On September 10, 2025, Public Works staff performed a final inspection of the public improvements. The completed work is acceptable to the Public Works Department.
