Minutes of the Special Successor Agency to the
Community Improvement Commission (SACIC)
Tuesday- -January 6, 2026- -6:59 p.m.
Chair Ezzy Ashcraft convened the meeting at 7:01 p.m. Commissioner Boller led the Pledge of Allegiance.
Roll Call - Present: Commissioners Boller, Daysog, Jensen, Pryor and Chair Ezzy Ashcraft - 5.
Absent: None.
Consent Calendar
Commissioner Daysog noted funds for the affordable housing complex are a source of subsidy and will end in January, 2027; requested staff to address plans.
The Assistant City Manager stated the Recognized Obligation Payment Schedule [paragraph no 26- ] provides operating subsidy for Independence Plaza, an affordable housing complex for seniors; the complex has been aware the funds are expiring for quite some time and have been planning for it; in October 2024, Council approved a public housing agreement with the Housing Authority (HA), which the HA used to apply for Housing and Urban Development (HUD) funding; the HA will continue unimpeded with sufficient funding for residents.
Commissioner Daysog moved approval of the Consent Calendar.
Commissioner Pryor seconded the motion, which carried by unanimous voice vote - 5. [Items so enacted or adopted are indicated by an asterisk preceding the paragraph number.]
(*26- ) Minutes of the Joint City Council and SACIC Meetings Held on November 18, 2025, December 2, 2025, and December 16, 2025. Approved.
(*26- ) Recommendation to Authorize the Interim City Manager to Submit the Recognized Obligation Payment Schedule (ROPS) and Administrative Budget for the Period from July 1, 2026 to June 30, 2027 to the Countywide Oversight Board. Accepted.
