EXECUTIVE SUMMARY
Since mid-2025, the City of Alameda (City) has explored the feasibility of a potential revenue measure to address significant deferred maintenance of existing City infrastructure and new infrastructure needs. Team CivX was engaged by the City to provide strategic guidance and informational messaging support for a potential infrastructure bond measure.
The original agreement with TeamCivX was executed under the City Manager's authority. To complete services through July 2026 necessitates increasing the agreement compensation to an amount not to exceed $91,935, which requires City Council approval. Funding is available in the City Manager's Fiscal Year 2026-27 budget and no additional funding allocation is required.
BACKGROUND
TeamCivX has supported City staff since July 2025 to evaluate the feasibility of a revenue measure, informed by statistically valid polling, and assisted with informational public communications to educate Alamedans on the City's significant and growing infrastructure funding gap. Aging public facilities, deferred maintenance, and increasing climate-related and natural disaster risks collectively exceed available funding resources by over $800 million.
