EXECUTIVE SUMMARY
On May 5, 2026, City Council endorsed a bike share pilot program and on May 28, 2026, the Alameda County Transportation Commission (Alameda CTC) awarded the City of Alameda (City) $760,000 in grant funding as part of its 2026 Comprehensive Investment Program (2026 CIP). Staff recommends that City Council amend the Fiscal Year 2026-27 Capital Budget to appropriate $760,000 to Capital Improvement Program (CIP) C63100 (Bike/Ped) for the bike share pilot program.
BACKGROUND
During the development of the Transportation Management Plan (TMP) for the Oakland Alameda Access Project (OAAP), City and Alameda CTC staff identified bike share as a strategy to support transportation access for West Alameda during extended single lane closures expected for the Posey Tube in 2027.
Staff presented the bike share pilot program plan to City Council on May 5, 2026, where it was unanimously approved. Alameda CTC approved $760,000 in grant funding at their May 28, 2026, meeting.
DISCUSSION
A budget amendment is required to accept the grant funds from Alameda CTC and appropriate the funds to CIP C63100 (Bike/Ped). Staff has identified $300,000 in City matching funds from the Base Reuse and Economic Development Fiscal Year 2026-27 budget for Alameda Point Professional Services (Fund 29061822). These funds will support the program's Alameda Point locations.
