EXECUTIVE SUMMARY

The City of Alameda (City) oversees the operation and management of several paid parking facilities, including the Civic Center Parking Garage. Following a competitive selection process, staff recommends City Council authorize the City Manager to execute a five-year agreement with Parking Concepts, Inc. (PCI) to provide parking operator and management services for the Civic Center Parking Garage. PCI's current agreement with the City providing a similar scope expires December 31, 2024. The proposed new agreement includes managing daily operations and forthcoming improvements to the Civic Center Parking Garage, including but not limited to, closing the facility overnight.

BACKGROUND

The City is responsible for the operation and management of several public parking facilities. Since 2007, the City has contracted an external Parking Operator to manage the Civic Center Parking Garage in alignment with the facilities' operations and maintenance plan. In 2008, new pay stations were installed along Park Street, with the parking operator assuming contractual responsibility for their operation and management.
On June 21, 2016, City Council awarded a contract to PCI as a Parking Operator to manage the Civic Center Parking Garage and the pay stations downtown on Park Street. This contract term expired on December 31, 2024, and all available extensions have been utilized.
