BACKGROUND
Alameda Recreation and Parks Department (ARPD) has a policy to administer the placement of banners at various park locations and a practice of allowing user groups to place storage units of various sizes in our parks.
On December 11, 2025, ARPD held a workshop with the Recreation and Parks Commission (RPC) to review the existing Banner policy (Exhibit 1) and the proposed Storage Unit policy.
DISCUSSION
Banner Policy:
ARPD received minor questions about the updated Banner Policy (Exhibit 2). The policy changes provide language clarity, reduce banner display duration, define banner size, and updated park locations for banner displays.
Banner Display Duration: 30 days, previously 60 days
Banner Size: No banner can exceed 4’ x 6’
Banner Locations: Leydecker Park and Longfellow Park added to the existing list.
Existing parks include: Krusi Park, Upper Washington Park, Lincoln Park, Rittler Park, Bayport Park, Tillman Park.
Storage Unit Policy:
ARPD presented the Storage Unit policy (Exhibit 3) at RPC to support community user groups. RPC recommended adding a “Late Fee” should a user group miss the renewal date.
Late Fee: 50% of annual storage fee.

Medium $50
Large $75
FINANCIAL IMPACT
There is no financial impact on operating expenses. The amount of revenue generated from new fees is approximately $1,500 annually.
