The Council previously found both projects categorically exempt under California Environmental Quality Act (CEQA) Guidelines section 15301(c) Existing Facilities (Minor alterations to existing facilities including bicycle facilities) and Section 15304(h) Minor Alterations to Land and the creation of bicycle lanes on existing public rights of way. EXECUTIVE SUMMARY
The City of Alameda (City) has identified the Stargell Avenue Complete Street Corridor and Neighborhood Greenways projects as high priorities for safety and mobility improvements. In May 2025, the Alameda County Transportation Commission (Alameda CTC) awarded the City of Alameda two grants: (1) $800,000 for the Stargell Avenue project, and (2) $2,000,000 for the Neighborhood Greenways Crossings project, as part of their 2026 Comprehensive Investment Program (2026 CIP).
