EXECUTIVE SUMMARY
On July 15, 2025, City Council awarded an agreement to Globe Engineering Development in an amount, including a 10% contingency, not to exceed $815,271.60 for the Harbor Bay Business Park Bus Stops and Ferry Terminal Improvements Project. The improvements made under the subject agreement are complete and acceptable to staff. Staff recommends City Council accept the work.
BACKGROUND
In 2025, the Harbor Bay Business Park employed over 6,000 employees and WETA counted over 287,000 boardings at the Harbor Bay Ferry Terminal. The existing public transportation infrastructure was both unappealing to use and did not meet American with Disabilities Act (ADA) standards. City staff coordinating with the Harbor Bay Business Park Association on the design and implementation of the improvements.
DISCUSSION
On July 15, 2025, City Council awarded an agreement in the amount of $815,271.60, including contingency, to Globe Engineering Development for the Harbor Bay Business Park Bus Stops and Ferry Terminal Improvements Project, to upgrade the parking in the Ferry Terminal parking lot to the latest ADA standards, install new bus stop landing areas, shuttle stop signs, and bus shelters that are modern and inviting.
The project was completed in accordance with the plans and specifications and is acceptable to the Public Works Department. The final cost, including all change orders, is $767,121.80.
