EXECUTIVE SUMMARY

The first 4-acre phase of Estuary Park opened to the public in January 2019. In June 2024, City Council approved the conceptual design plan for Phase 2 of Estuary Park. This second phase is tentatively scheduled to be published for bid in February 2025. To reduce the project's duration and cost, staff recommend purchasing a prefabricated restroom in advance of the construction contract award. This approach has the potential to advance the schedule by up to two (2) months and provide a savings of $105,000. Staff recommends City Council authorize the City Manager to execute an agreement with Public Restroom Company for the purchase and installation of a prefabricated restroom at Estuary Park in an amount not-to-exceed $541,371. Pricing is based on Public Restroom's Sourcewell Contract #081721-PRM. The City of Alameda (City) is an active member of Sourcewell, a national purchasing agency, whose cooperative purchasing agreements have been competitively solicited in conformance with state and local purchasing requirements.
