EXECUTIVE SUMMARY
Building 116 is located at 2501 Todd Street, at Alameda Point. On January 13, 2025, the City's Chief Building Official issued a Declaration of Unsafe Building and Notice to Vacate (Notice) included as Exhibit 1 to this report. Exhibit 2 contains a site plan and photographs of the building in its current state.
Following a competitive selection process, staff recommends that City Council authorize the City Manager to execute a Construction Agreement (Agreement) with Silverado Contractors, Inc., the lowest responsive bidder, in an amount not-to-exceed $255,600 for a total building demolition. The demolition is a scheduled project included in the City of Alameda's (City) Capital Improvement Plan and funded through the Capital Facilities Internal Service Fund.
The Agreement is a total amount not-to-exceed $281,160 which includes a ten (10) percent contingency, in the amount of $25,560 to be used only to cover change orders resulting from any unforeseen circumstances and requires prior written City approval.
BACKGROUND
Building 116, located at 2501 Todd Street at Alameda Point, was constructed in 1943 as a semi-permanent barracks for corpsmen, then used as a lecture hall and later as a driving school and counseling center.
