EXECUTIVE SUMMARY

The City of Alameda (City) issued plans and specifications for the Mecartney Road Pedestrian Crossing Improvements Project, P.W. No. 07-24-20 on September 25, 2024. The project includes upgrading three pedestrian crossings at three intersections along Mecartney Road. The project will improve pedestrian visibility at the crossings with flashing beacons and installing pedestrian crossing signs to alert vehicles as they approach crossings.

Staff recommends City Council award the contract to Golden Bay Construction, Inc., the lowest responsive bidder, in an amount not-to-exceed $268,100, including a 10% contingency.

BACKGROUND

The improvements are to be constructed at three intersections along Mecartney Road:

* Mecartney Road and Baywalk Road/Marcuse Street
* Mecartney Road and Baywood Road/Fontana Drive
* Mecartney Road and Ironwood Road/Verdemar Drive

Each intersection will include upgrading signage and striping, installing ADA compliant curb ramps, and installing rectangular rapid flashing beacons. Additionally, new concrete will be installed for a future AC transit bus stop on the southeast corner of the Mecartney Road and Baywalk Road/Marcuse Street intersection.

These improvements were developed in response to a fatal crash and the street safety policies under the Alameda Vision Zero Policy.
