Re: Adopt Plans and Specifications and Authorize a Call for Bids for Cyclic Sewer Replacement Project, Phase 11, No. P.W. 06-13-16

BACKGROUND

The Public Works Department's FY13-14 Capital Improvement Program includes the eleventh phase of the City's annual cyclic sewer repair program to replace deteriorated sewer mains and lower laterals. Repair locations are identified through closed circuit television inspection and frequency of maintenance responses to sanitary sewer overflows. The principal goal of the program is to improve the health and safety of the residents of Alameda by rehabilitating the sanitary sewer collection system, eliminating overflows, and reducing the amount of infiltration and inflow into the sewer system.

DISCUSSION

The proposed project will rehabilitate approximately 2.8 miles of existing sanitary sewer pipeline, 55 manholes, and other associated work at the following locations:

* Bay Street, from Central Avenue to End (South);
* Paru Street, from Central Avenue to Clinton Avenue;
* Sherman Street, from San Antonio Avenue to End (South);
* St. Charles Street, from San Antonio Avenue to End (South);
* Hawthorne Street, from San Antonio Avenue to End (South);
* Pacific Avenue, from Main Street/Central Avenue to Fourth Street;
* Lincoln Avenue, from Eighth Street to Grand Street;
* Thompson Avenue, from High Street to Fernside Boulevard.

FINANCIAL IMPACT

The project is budgeted in the Capital Improvement Program (Project No. 99502-12), with monies from the Sewer Enterprise Fund (Fund 602). There is no impact to the General Fund.
