Re: Approve the 2014 State Legislative Agenda and the Contract with Perata Consulting, LLC, in the amount of $90,000, to pursue the City's California Legislative Agenda, which is a $144,000 Program In Total

BACKGROUND

In recent years, the City of Alameda's lobbying efforts in California has been focused on Alameda Point. While that needs to continue, it is also necessary, now that the Naval Air Station has been conveyed to the City, to broaden our efforts to meet other needs.

DISCUSSION

The City's California legislative agenda has three overlapping components:

1. Statewide advocacy
2. Alameda Point advocacy
3. Grant-seeking, writing, and active lobbying

Statewide Advocacy

1. Improvements to and expansion of Bay Area wide water transit with an emphasis on ferry service in Alameda;
2. Conclusion of the Webster/Posey Tube (Broadway/Jackson) traffic improvements;
3. New state legislation for Tax Increment Financing (TIF) (for Alameda Point in lieu of redevelopment);
4. Fire Station 3 funding;
5. Emergency funds to develop tsunami preparedness plan;
6. State and County transportation funding;
7. License Plate Reader program funding; and
8. Streamline state mandated processes to encourage infill development.

Alameda Point Advocacy

1. Improvements to and expansion of Bay Area wide water transit with an emphasis on ferry service in Alameda;
2. New state legislation for Tax Increment Financing (TIF) (for Alameda Point in lieu of redevelopment);
3. Work with the Governor's office and GoBiz on potential economic development incentives/programs;
