Re: Approve the 2014 Federal Legislative Agenda
BACKGROUND
In recent years, the City of Alameda's federal lobbying efforts have been focused on Alameda Point. While work at Alameda Point continues, it is also necessary, now that the Naval Air Station has been conveyed to the City, to broaden our efforts to meet other needs. Once the 2014 legislative agenda is approved, staff will issue an RFP for federal lobbying services for 2014.
DISCUSSION
The City's 2014 federal legislative agenda focuses on the following (not prioritized):
1. Continue work with the US Navy to complete conveyance and environmental clean-up;
2. Seek federal transportation funds with special emphasis on greenhouse gas mitigation;
3. Work with Army Corps of Engineers on shoreline stabilization and seek funds for implementation;
4. Seek sea-level rise and flood protection funds;
5. Establish National Wildlife Refuge at Alameda Point;
6. Seek Public Safety funds;
7. Seek funding for walking trails and bike trails;
8. Work to maintain US "Ready Reserve" fleet (MARAD) at Alameda Point; and
9. Seek housing funds
FINANCIAL IMPACT
In recent years, the City has paid up to $144,000 per year for federal lobbying services from the City's General Fund (Fund 001).
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action does not affect the Municipal Code.
ENVIRONMENTAL REVIEW
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378 since it does not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment.
RECOMMENDATION
Approve the 2014 Federal Legislative Agenda.
