BACKGROUND
 
State law requires an increase in the minimum wage from $8.00 to $9.00 per hour effective July 1, 2014. The recommended action incorporates this increase in the City's Part-Time Classifications Salary Schedule (Exhibit 1).
 
DISCUSSION
 
The Human Resources Department has revised the Part-Time Classifications Salary Schedule to incorporate the increased minimum wage requirements and to accommodate departmental part-time staffing needs.  This was done in concert with the Recreation and Park, Library, Police, Fire, and Public Works Departments, which are the primary departments employing part-time workers.  The ranges for all of the part-time classifications accommodate both the rates based on the new minimum wage and, where applicable, the existing rates of incumbents currently employed on a part-time basis.
 
The increase in the minimum wage is integrated into the schedule by eliminating those salary steps that are below the $9.00 per hour level.  The only exception is for the Recreation Learner or Counselor-in-Training classification.  This classification, which is exempt from the $9.00 per hour minimum wage requirements, will increase from $7.50 to $8.00 an hour.  Work in this classification provides an opportunity for individuals with limited or no experience to enter the City's workforce as a trainee, in conformance with the State Learner and Federal Youth Opportunity programs. The employees hired at this level are in a training program for approximately four weeks and, contingent upon successfully completing all of the requirements, transition into a Recreation Leader I position.
 
Additionally, an Administrative Specialist III classification will be created in the Administrative Specialist series. This change is necessary to accommodate the hiring of high level or executive employees on an hourly basis, such as the Interim General Manager of Alameda Municipal Power.
 
The implementation of the Part Time Classifications Salary Schedule will be in two phases.  The Recreation classifications will have new salaries effective May 18, 2014 in order to meet the summer recruitment and hiring needs of the Department.  The remainder of the new salaries for the Library, Administrative/Professional and Maintenance Part-Time classifications will be effective June 29, 2014.  The salaries for Police, Fire and Park classifications remain unchanged.  Any financial impact for these departments is due to an increase in salary in the Administrative/Professional classifications.
 
 
FINANCIAL IMPACT
 
The funds for this are budgeted in the existing departmental budgets. The departments estimate that increased costs for Fiscal Year 2014-2015 will be approximately: Recreation and Parks, $38,500; Fire, $900; Library, $14,000; and Public Works, $350.
 
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
 
This action has no effect on the Municipal Code.
 
ENVIRONMENTAL REVIEW
 
Adoption of a revised salary schedule and establishing a new classification are not subject to environmental review in that neither is a "project" as defined by CEQA.  A "project" does not include the creation of governmental funding mechanisms or other governmental fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.  CEQA Guidelines, section 15378(b)(4).   
 
RECOMMENDATION
 
Adoption of Resolution approving revisions to the Part-Time Classifications Salary Schedule and establishing the classification of Administrative Specialist III.
