BACKGROUND
 
This project was approved by the Transportation Commission in March 26, 2014, with the exception that Park/Lincoln/Tilden way be studied further to include a bulb-out at the northwest quadrant of the intersection.
 
DISCUSSION
 
Staff consultant team DKS/Stantec has reviewed the feasibility to install bulb-outs at the southwestern and southeastern corners of the Park Street/Lincoln Avenue/Tilden Way
Intersection without any associated loss of parking spaces and per the TC member request assessed the feasibility of installing bulb-out at the northwest quadrant of the intersection to enhance pedestrian traffic safety.
 
The assessment includes analyzing geometric constraints and identifying any potential loss of parking spaces to provide room for the installation of a bulb-out.  Based on their assessment, it is feasible to install a bulb-out at the northwestern corner of the intersection (Exhibit 1), but it will result in the loss of two parking spaces to accommodate the bulb-out along with other additional improvements listed below:
 
1.      Bulb-out portion along Lincoln Avenue will extend 8-feet into the roadway
2.      Bulb-out portion along Park Street will extend 3.5 feet into the roadway
3.      Furnish and install 2 curb ramps
4.      Furnish and install 20-feet, 12" diameter, reinforced concrete pipe
5.      Remove existing storm drain inlet
6.      Reset existing fire hydrant
7.      Relocate traffic signal poles and equipment
 
RECOMMENDATION
 
Staff requests that the Transportation Commission review and approve the installation of a bulb-out at the northwest corner of Park/Lincoln and approve further studying an option of reducing pedestrian crossing distance for Lincoln/Tilden by removing one eastbound through lane and installing bike lanes. If study shows positive operational outcome, staff will incorporate in final design. If not, staff will evaluate further reduction in crossing distance as part of the other projects.
