BACKGROUND
 
On October 21, 2014, the Public Works Department sent out a Request for Proposal (RFP) for storm drain video inspection, phase 1, P.W. No. 02-14-09.  The proposed project will include the full range of services including storm drain cleaning, storm drain video inspection, and manhole inspections.
 
DISCUSSION
 
To solicit the maximum number of bids and most competitive price, the RFP was provided to 19 separate builders exchanges throughout the Bay Area.  A notice for the RFP was sent out to all the consultants on the Public Works listing, published in the Alameda Journal, and put on the City's website.  Four consultants submitted proposals, which were opened on Tuesday, November 18, 2014 and are outlined below.  BINO Construction and Murgreen Environmental Company were non-responsive and therefore, eliminated.

Staff reviewed the proposals on November 19, 2014.  The selection was based on past experience, quality and experience of key staff, understanding of work scope, cost competitiveness, and ability to meet contract requirements.  Therefore, staff recommends awarding a contract to Subtronics for $176,451, which includes a 10% contingency of $16,041.  Subtronics is not guaranteed any of the contingency amount and use of the contingency will be at the sole discretion of the Public Works Director for work not originally anticipated in the plans and specification.  The RFP also informed the successful bidder that they shall pay not less than the prevailing rate of per diem wages as determined by the State and Federal Government.  A copy of the contract is attached as Exhibit 1.
 
FINANCIAL IMPACT
 
The funds for this project are budgeted in the Public Works Department account for the Capital Improvement Program (91136), Storm Drain Video Inspection and (91204) Storm Drain Outfalls, both budgeted under Urban Runoff (Fund 351).  There is no impact to the General Fund.
 
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFRENCE
 
This action does not affect the Alameda Municipal Code.
 
ENVIRONMENTAL REVIEW
 
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under the CEQA Guidelines Section 15301(c) - Existing Facilities.

Award contract in the amount of $176,451, including contingencies, to Subtronic Corporation for storm drain video inspection, phase 1, P.W. No. 02-14-09.
