BACKGROUND
 
On July 1, 2014, the City Council adopted plans and specifications and authorized a call for bids for the repair of sidewalk, curb, gutter, driveway, and minor street patching, FY14-15, Phase 15, No. P.W. 05-14-20.  The project will replace approximately 11,200 linear feet of sidewalk.  On September 2, 2014, the City Council awarded a contract for the project in the amount of $712,732, including contingencies, to Rosas Brothers Construction, Inc. This project is currently 40% complete.
 
DISCUSSION
 
On December 2, 2014, the City Council approved a transfer of $1,800,000 from the General Fund's significant budget surplus to complete unfunded Capital Improvement Programs (CIPs) through Resolution 14990, Approving and Adopting an Amendment to the City of Alameda's Operating and Capital Budget for FY14-15.  Of the total amount transferred, the City Council designated $450,000 to complete sidewalk repairs that had been identified but, due to insufficient funds, never completed.
 
Staff proposes to increase its existing contract with Rosas Brothers by $450,000 to complete these additional repairs.  Amending the existing contract ensures efficient use of public funds as it extends the same low unit costs that resulted from the July 2014 procurement in which Rosas Brothers was the lowest bidder.  A copy of the amended contract is attached as Exhibit 1.
 
FINANCIAL IMPACT
 
The project is budgeted in the CIP (Project No. 9820214), with monies allocated from Measure B (Fund 215) and from the FY14-15 General Fund Surplus (Fund 001) by Resolution 14990.
 
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
 
This action does not affect the Municipal Code.
 
ENVIRONMENTAL REVIEW
 
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under the CEQA Guidelines Section 15301(c), Existing Facilities.
 
RECOMMENDATION
 
Amend contract in the amount of $450,000 for Rosas Brothers Construction, Inc. for repair of sidewalk, curb, gutter, driveway, and minor street patching, FY14-15, phase 15, No. P.W. 05-14-20 for a total amount of $1,162,732.
