BACKGROUND
 
On April 25, 2014, the City Council adopted plans and specifications and authorized a call for bids for Alameda South Shore Lagoon Dredging, No. P.W. 11-13-26.  On June 17, 2014, the City awarded a construction contract in the amount of $1,494,000, including contingencies to Dixon Marine Services for the project.  The project mechanically dredged selected shallow areas within the Alameda South Shore lagoon system, removing a total of 6,487 cubic yards of material.  All of this material was trucked to Alameda Point, to be used by the Navy for cover material at Installation Restoration Site 1.
 
DISCUSSION
 
The project has been completed in accordance with the plans and specifications and is acceptable to the Public Works Department.  The final project cost, including extra approved work orders, is $1,349,083.28.
 
FINANCIAL IMPACT
 
The funds for this project are budgeted in the Public Works Department's Capital Improvement Program (90911) Alameda South Shore Lagoon Dredging with monies from the Urban Runoff Fund (Fund 351). The Alameda West Lagoon Homeowners Association (AWLHOA) has agreed to pay 30% of the cost, up to $700,000.  The final cost to the AWLHOA for this contract will be $404,724.98.  There is no impact to the General Fund.

This action does not affect the Municipal Code.
 
ENVIRONMENTAL REVIEW
 
In late January 2014, the Public Works Department submitted an Initial Study and Draft Mitigated Negative Declaration for this project.  It was distributed through the State Clearinghouse, local media, and mail outs for a 30-day review. The final Mitigated Negative Declaration was certified by City Council at the April 14, 2014 meeting and the Notice of Determination was filed with the County and the State Clearinghouse immediately thereafter.  The project was issued a dredging permit through the Dredged Material Management Program of the Army Corps of Engineers, and a Water Quality Certification from the California Water Quality Control Board.
 
RECOMMENDATION
 
Accept the work of Dixon Marine Services, Inc., for Alameda South Shore Lagoon Dredging, No. P.W. 11-13-26.
