BACKGROUND
 
The City and the Alameda Unified School District (AUSD) jointly operate the Emma Hood and Encinal Swim Centers.  The joint use agreement entered into in 2011 stipulates a cost sharing for the pools' operation and maintenance with each agency assuming 50% of the costs.  The existing agreement expires February 28, 2015. The proposed agreement will extend the terms of the existing agreement through December 31, 2016.
 
DISCUSSION
 
The City and AUSD have jointly operated the five pools at the two swim centers for many years, with a formal agreement being implemented for the first time in FY 11-12.  The terms of the existing agreement call for the joint operation of the pools, with each agency assuming 50% of all costs including utilities and maintenance.  The City is responsible for all ongoing maintenance including custodial, equipment repair and maintenance.  This is managed through City employees and contracts.  The District is responsible for all major capital repairs and improvements.  At the end of each year, expenses are reconciled.  
 
At this time, AUSD the Alameda Unified School District is managing the complete renovation of the Encinal Swim Center, estimated to cost $2.4 Million, of which the City is donating $750,000 towards construction.  The funding responsibilities were delineated in an agreement between AUSD, City of Alameda, and the Alameda Housing Authority.  Throughout the renovation process, the Encinal Swim Center operations and maintenance will continue to be managed under this joint use agreement.
 
In spring 2016, the City and AUSD will begin discussions regarding the terms of this agreement in light of the Encinal Swim Center renovations, which are anticipated to be completed by August 2016.  The goal is to have a new joint use agreement by January 1, 2017
 
FINANCIAL IMPACT
 
The estimated cost to operate the two swim centers for one year is $308,000; the City's share of this amount is $154,000.  Funds for this purpose are included in the Alameda Recreation and Park Department's Swim Center program budget.  This is in the General Fund for FY 14-15 in Fund 001 Program 51230.

ENVIRONMENTAL REVIEW
 
This action is exempt from the California Environmental Quality Act ("CEQA") pursuant to Section 15301 of CEQA Guidelines (Operation of Existing Facilities).
 
RECOMMENDATION
 
Recommendation to authorize the City Manager to enter into a joint use agreement with Alameda Unified School District for the operation and maintenance of the District swimming pools until December 31, 2016.
