BACKGROUND
 
On January 21, 2015, the City Council directed staff to prepare an approach, including a scope and budget, for a comprehensive Citywide transportation planning and implementation effort (Citywide Transportation Effort) in response to a Council referral from Councilmember Daysog.  As part of the direction provided that evening, the City Council expressed the importance of the City Council taking the lead directing the work effort and engaging relevant boards and commissions such as the Transportation Commission and Planning Board in preparing the approach.  
 
DISCUSSION
 
Based on the direction provided at the January 21st City Council meeting, City staff proposes the following initial steps for the Citywide Transportation Effort:
 
·      City staff and its transportation consultants review the referral and the City's existing transportation policy and planning documents carefully to determine an appropriate first draft of a scope and budget for the Citywide Transportation Effort;
 
·      On February 25, 2015, City staff will present its initial thoughts about the proposed scope for the Citywide Transportation Effort at the already scheduled joint Transportation Commission and Planning Board meeting;
 
·      At a special meeting of the City Council, tentatively scheduled for March 10, 2015, City staff will present a proposed scope of work for the Citywide Transportation Effort within the context of the City's existing policies and plans, including any comments received from the Transportation Commission and Planning Board.  This workshop on the Citywide Transportation Effort will be coupled with a workshop on the housing and density bonus issues and policies raised by the City Council on January 6, 2015.  The housing and transportation issues being raised by the City Council and the community are intrinsically related and should be discussed at the same public meeting.
 
·      Based on feedback provided by the City Council, City staff will prepare a final scope and budget and consultant contract for executing the contract for City Council approval.
