BACKGROUND
On January 6, 2015, the City Council adopted plans and specifications and authorized a call for bids for installation of pedestrian push button upgrades proposed for blind or visually-impaired individuals, No. P.W. 12-14-17. Staff recommends awarding a contract to W. Bradley Electric, Inc. to modify nine signalized intersections with pedestrian push buttons to make it easier and safer for blind or visually-impaired individuals to cross the street.
DISCUSSION
To solicit the maximum number of bids and most competitive price, plans and specifications were provided to 23 separate builders' exchanges throughout the Bay Area. Notices were also sent to contractors on the Public Works Department Contractor List. In addition, notices were placed on the City's web page and published in the Alameda Journal on January 9, 2015. Bids were opened on January 29, 2015. After a bidding period of 21 days, six contractors submitted bids. The bid result is as follows:

Staff recommends awarding a contract to W. Bradley Electric, Inc. for the amount of $175,032, which includes a 20% contingency. The contractor is not guaranteed any of the contingency amount and use of the contingency will be at the sole discretion of the City for work not originally anticipated in the plans and specs. The specifications also inform the successful bidder that they shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. A copy of the contract is attached as Exhibit 1.
FINANCIAL IMPACT
The project is budgeted in the Capital Improvement Program (Project No. 91225), with monies from the Federal Transit Administration's New Freedom Program (Section 5317) and Measure B Paratransit. This project will not impact the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This project supports several Transportation Elements of the General Plan policies, including Policy 4.1.1.a that directs staff to "improve pedestrian crossing in areas of high use."
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(b), Existing Facilities.
RECOMMENDATION
Award a contract in the amount of $175,032, including contingencies to W. Bradley Electric, Inc. for installation of pedestrian push button upgrades proposed for blind or visually-impaired individuals, No. P.W. 12-14-17.
